Quebec forest policy is currently undergoing a major overhaul, the last of which occurred over two decades ago. This change in forest management was necessary. Indeed, a report on the future of the province’s forests, the Coulombe Commission of 2004, concluded that Quebec forests had been overexploited, partly due to the fact that logging practices were inadequate. Thus, a major recommendation of the Commission was that ecosystem-based management become the centerpiece of forest management in Quebec.
